The Shaping of Grass-roots Emergency Governance Community:Framework analysis based on trust-rule-action
Building the grass-roots emergency governance community and improving community-level emergency governance capacity is an important part of promoting the modernization of the national governance system and governance capacity.At present,the emergency governance is faced with problems such as insufficient governance capacity of grass-roots government,poor system and mechanism,insufficient public participation and disorderly participation of social organizations.It is urgent to shorten the chain of emergency response,improve the adaptability of decision-making,and build a grass-roots emergency governance community with co-construction,co-governance and sharing.In the process of community building,we must build a framework of"trust-rule-action"under the guidance of the Party construction,shape public spirit with trust value,promote contract co-construction with rule construction,promote the action of emergency governance community with systematic engineering of local cultural environment construction and capacity improvement,and integrate the functions of the community into the dynamic mechanism of full-cycle emergency governance,so as to promote emergency governancetobeeveryone's responsibility,everyone's responsibility and responsibility.
