The development of cross-border technology trade can maximize the matching of scientific and technological innovation resources and drive economic and social development to truly shift to the track of relying on scientific and technological innovation.With the rapid improvement of scientific and technological levels,China's foundation and conditions for developing cross-border technology trade are becoming more mature.The free trade pilot zones,which enjoy zero tariffs,low tax rates and more advantages in personnel,capital,information and data exchanges,will be the forefront of developing cross-border technology trade.With the strategic and policy support of the national scientific and technological strength and the new national system of scientific and technological innovation,Hainan Free Trade Port has tried to develop cross-border technology trade earlier,providing valuable experience for the development of cross-border technology trade in the free trade pilot zones and even the whole country.In the future,the free trade pilot zones across the country should give full play to the value and role of the highest level of open policy incentives in the free trade zones,take the initiative to actively integrate into and guide the international scientific and technological innovation cycle,and build themselves into an important intersection of the national scientific and technological innovation dual cycle.
