绿色金融支持黄河流域生态保护和高质量发展,是黄河流域走生态优先、绿色低碳高质量道路的关键举措,也是践行习近平生态文明思想、建设美丽中国的重要推力,有利于实现中华民族永续发展和伟大复兴,也有利于建设社会主义现代化强国和共同富裕.绿色金融有利于黄河流域绿色增长提质、绿色财富积累和绿色福利提升,但还存在绿色投资总量和科技创新投入不足、绿色金融发展不平衡、绿色投资效率不高、绿色金融发展的支撑保障体系不健全等问题.在推进策略上,需要加强顶层设计、拓宽绿色资金融资渠道、明确绿色金融支持黄河流域绿色发展的重点领域、对绿色投资项目进行后评估提升资金使用效率、完善绿色金融发展机制体制为绿色金融提供保障.
Abstract
The support of green finance for ecological protection and high-quality development in the Yellow River Basin is crucial for the region to pursue the ultimate path of ecological priority,green,low-carbon,and high-quality development.This endeavor serves as a significant driving force for implementing Xi Jinping's ecological civilization ideology and building a beautiful China.It is conducive not only to realizing the sustainable development and great rejuvenation of the Chinese nation but also to constructing a socialist modernized strong country and achieving common prosperity.Green finance facilitates the enhancement of green growth,the accumulation of green wealth,and the improvement of green welfare in the Yellow River Basin.However,challenges persist,including insufficient total green investment and investment in technological innovation,unbalanced development of green finance,low efficiency of green investment,and an inadequate support system for the development of green finance.Strategically advancing in this realm necessitates strengthening top-level design,broadening channels for green financial funding,specifying key areas where green finance supports green development in the Yellow River Basin,conducting post-assessment of green investment projects to enhance the efficiency of fund utilization,and refining the mechanisms and systems for green finance development to provide comprehensive support.
