Against the backdrop of the rapidly evolving global innovation landscape and the formation of the global innovation chain,it is an inevitable choice for China to actively integrate into and deeply participate in the governance of the global innovation chain.The paradigm of inter-enterprise governance of the global value chain needs to transform to the"Five Dragons Water Control"paradigm of the global innovation chain:diversified governance subjects,unilateral innovation system aggregation and its four-dimensional effects,and the competitive and cooperative game of the bilateral asymmetric innovation system structure.Actively integrating global innovation resources,deeply participating in the governance of the global innovation chain,building a global innovation chain under the"Belt and Road"framework,and reviewing and optimizing domestic innovation systems have become strategic ideas and specific measures to promote Chinese industries to climb to the middle and high ends of the global innovation chain.Starting from this new strategic perspective,it provides top-level strategic design and systematic institutional framework for China's participation in the governance of the global innovation chain and the improvement of industrial status.
