The Functional Responsibilities,Institutional Logic,and Implications for China of Germany's Research Evaluation Policy
The academic evaluation mechanism is an important component of the academic system.As the birthplace of modern university system,Germany has also undergone a transformation process of academic evaluation mechanism.In order to further improve the operational efficiency of scientific research institutions,especially enhance their innovation capabilities,the German government has strengthened the establishment of third-party evaluation mechanisms,actively introduced incentive measures,and made significant progress in the reform of the scientific research evaluation system.Starting from the historical evolution of Germany's research evaluation policy,this article discusses the main characteristics of the construction of Germany's research evaluation mechanism system,and further proposes to explore institutional arrangements that are in line with the country's national conditions based on foreign experience.
