Minors'use of Internet media and personal information protection:A case study of No.141
The management of the media by the Party and the government is characterized by multi-dimensional planning and supervision at top-level system design,personnel and property allocation,communication content regulation,and media management mechanism.At present,strengthening and improving the protection of the rights and interests of mi-nors involved in the Internet is not only the inevitable path to promote the administration of the media by Party,but also the way to create a clean cyberspace.The enactment and revision of the Personal Information Protection Law and the Pro-tection Law for Minors have provided a full-chain mechanism framework for the protection of minors'personal informa-tion,but the fact that minors being injured mentioned in Case No.141 still reflects the existing problems in the protection of minors'rights and interests when using online media.To protect the rights of minors to use media and personal infor-mation,we should,first,improve the system of laws and regulations and judicial governance in the top-level design.Sec-ond,governments at all levels should strengthen supervision on online media.Third,the judicial institutions and the ad-ministrative departments should enhance the cooperation in connection of criminal and administrative liability.Fourth,the Internet literacy and security awareness of the minors should be improved through the education by parents and schools.Finally,Internet platforms,online media and other related enterprises continue to promote self-discipline and social re-sponsibility.To conclude,comprehensive policies on the governance of online platforms such as online media should be undertaken to be beneficial to the minors the most.
