The development of digital technologies such as big data,cloud computing,the Internet of Things,and block-chain has prompted humanity to shift from industrial civilization to a new stage of digital civilization.As the integration of digitalization and digital civilization deepens,issues such as data security,algorithmic risks,artificial intelligence ethics,and digital surveillance have emerged.Finding effective solutions to these digital risks and challenges is a key is-sue in 21st-century global governance and a prerequisite for shared digital civilization.In practice,Western digital gov-ernance has developed industry standards for data flow,digital technology,and digital trade through"political alliances",aiming to create globally influential"digital models"and"digital templates".This approach consolidates the global hegemony of digital allies and seeks excessive monopolistic benefits under the guise of digital governance,failing to offer feasible solutions to challenges such as the lack of digital governance consensus and fragmented governance rules.China's approach to global digital governance,grounded in Marxist theories of justice,advocates for self-aware govern-ance relationships,a governance mindset of"digital collaboration",a governance focus on"digital consensus",and a governance goal of"digital justice".It emphasizes joint consultation and building to address diverse digital governance demands,formulates equitable governance rules combining legal and ethical considerations,utilizes digital dividends to mitigate frequent digital security risks,and seizes digital opportunities to bridge the expanding digital divide.Based on common will and shared interests,this approach seeks practical paths to overcome digital governance challenges.It pro-vides new wisdom and solutions for addressing global digital governance issues based on theoretical logic and practical ex-ploration of digital governance justice.
