The development of new-quality productive forces is inseparable from the support of tal-ent,among which the technological innovation,the innovative allocation of factors and the industrial transformation are three key fulcrums of its development,playing an extremely important role in the eco-nomic and social development of the new era.This paper explores the basic connotations and character-istics of policy,theory and practice that new-quality talents should possess under the new-quality pro-ductive forces,which are fundamentally different from the skills personnel mainly based on physical la-bor.It discusses the theoretical logic of vocational education in the process of empowering the cultiva-tion of new-quality talents,and under the support of theory,it puts forward practical strategies for voca-tional education to empower the cultivation of new-quality talents at the macro,meso and micro levels.These strategies aim to promote the training of new-quality talents and the high-quality development of vocational education,provide a solid intellectual foundation for the construction of modern socialism and ensure the close integration of talent cultivation with national strategic needs.
