Evolution Logic and Future Path of China's Open University Policy——Analysis from the Perspective of Historical Institutionalism
The policy of the open university is an important baton and vane for the development of the open university.Based on the analytical framework of historical institutionalism,the evolution of China's open university policy has gone through three develop-ment stages of budding,promoting development and deepening reform.The evolution of China s open university policy is deeply influ-enced by the deep structure of economic system,political system and cultural concept.The growth of educational demand,the progress of science and technology and the adjustment of education policy are the driving mechanism of the evolution of the open university poli-cy.Influenced by cost setting,synergistic effect and learning effect,the path dependence phenomenon exists in the evolution of China's open university policy.In the future,the development path of China's open university policy is to determine the people-orien-ted policy orientation to highlight value compliance,to formulate clear and effective policies and regulations as the theoretical explora-tion,to break through the path dependence of system development as a practical path,and to realize the effect guarantee by improving policy evaluation standards.
