城市新建片区新基建设施规划探讨——以长沙高铁西城片区为例

摘要
自2018年中央首次提出加强"新基建"后,新基建进程不断推进,相关政策路线图日趋清晰.长沙高铁西城片区贯彻落实党中央、湖南省、长沙市关于加快新型基础设施建设的重大部署,重点针对融合基础设施,编制了片区新基建专项规划.分析了片区新基建建设的现状及重要性;总结了新基建的概念、内涵及基本建设内容;详述了片区融合基础设施专项规划内容,重点包含土建基础设施载体体系、智慧交通应用体系等.本专项规划内容可为国内同类片区的新基建规划建设提供借鉴意义.
Abstract
Since the central government first proposed to strengthen the"new infrastructure"in 2018,the process of new infrastructure has continued to advance and the relevant policy roadmap has become increasingly clear.Changsha High-speed Railway West City Area implements the major deployment of the Party Central Committee,Hunan Province and Changsha City on accelerating the construction of new infrastructure,and compiles a special plan for new infrastructure in the area by focusing on the integration infrastructure.The current situation and importance of the new infrastructure construction in the area are analyzed and the concept,connotation and basic construction content of the new infrastructure are summarized.The content of the special planning for the integration infrastructure in the area is detailed,focusing on the civil infrastructure carrier system and the intelligent transportation application system.The content of this special plan can provide reference for the planning and construction of new infrastructure in similar areas in China.
