城市更新背景下提升除涝能力的空间对策分析

近年来,全球温室效应导致灾害性气候频现,长历时的强降雨造成城市内涝,影响城市安全,因此如何缓解城市防汛压力的问题日益重要.排水系统提标改造作为目前解决城市内涝的重要途径,在城市建设飞速发展导致的已建城区内土地资源稀缺的情况下受到了重重限制.几个基于城市更新背景下已建城区的排水系统提标改造策略,旨在提升土地利用效率,其中具有代表性的对策如现有设施挖潜、优化运行方案、多系统联合等.通过结合浦东新区中心城区域内部分排水系统优化方案及雨水设施选址的相关经验,以期为其他城市排水设施的选址规划提供参考.
Brief Analysis on Spatial Countermeasures for Enhancing Waterlogging Drainage Capacity with Background of Urban Renewal
In recent years,the global greenhouse effect has led to frequent occurrences of catastrophic climate,and the short-term heavy rainfall causes the urban waterlogging,which affect the urban safety.It is increasingly important to alleviate the pressure of urban flood control.The upgrading and reconstruction of drainage system are taken as an important way to solve the urban waterlogging now.But it is serious limited due to the scarcity of land resources in the existing urban areas caused by rapid development of city.Some representative problems are listed in the construction of the built urban drainage system under the background of urban renewal,such as tapping the potential of existing facilities,optimizing the operation schemes,integrating the multiple systems and the other strategies of upgrading standard and controlling pollution.The relevant experience in optimizing scheme of some drainage systems and selecting the location of rainwater facilities in the central urban area of Pudong New Area is described in order to provide reference for the location planning of drainage facilities in other cities.
