上海填堵河道论证编制要点及审批流程论述

摘要
上海市河网密集,城市化水平高,城镇用地的扩大造成许多河流被堵塞或填埋,使得区域内河湖水面积减小,而河湖水面关乎城市的生态环境和防洪除涝安全.城市开发建设中难免涉及填堵河道,根据相关规定,需对填埋河道进行论证分析并进行水面补偿.通过系统梳理分析填堵河道相关文件,并结合工程经验,提出填堵河道论证报告及其变更报告编制要点,总结行政审批流程.为建设单位报批项目提供思路及参考,促进实现区域河网布局的优化调整,提升区域水面率,确保区域防汛除涝安全.
Abstract
In Shanghai,the river network is dense and the urbanization level is high.The expansion of urban land has caused many rivers to be blocked or landfilled,which has reduced the area of lake water in the region.The water surface of river and lake is related to the ecological environment of the city and the safety of flood and waterlogging control.In urban development and construction,it is inevitable to fill and plug the rivers.In line with the related stipulations,it is necessary to prove and analyze the filling and plugging river,and compensate the water surface.By systematically combing and analyzing the relevant documents of river filling and plugging,and combined with the engineering experience,the key points of compiling the argumentation report of river filling and plugging and its change report are put forward,and the administrative approval process is summarized,which provide the ideas and references for construction units to submit the projects for approval,promote the optimization and adjustment of regional river network layout,improve the regional water surface rate and ensure the safety of regional flood control and waterlogging.
