FORM-BASED CODES: IMPLICATIONS OF THE NEW TREND OF ZONING REFORM IN USA
Under the background that the zoning codes of the US are being replaced by form-based codes,this paper introduces the background,contents,and process of form-based codes (FBC) in the US.The paper argues that FBC can ultimately implement urban design in the form of regulations by converting sustainable values into form design via typological approaches and then to achieve social consensus through public participation.FBC not only goes beyond the control purposes and the form control approaches of the zoning strategy at an early stage,but also subverts the functional zoning methods and the abstract control indicators at a late stage,thus being a new effective measure to achieve a desired spatial form and balance the development of human and the protection of natural environment.
