新时代城市公共社会福利设施规划标准研究——走向全龄友好社会

摘要
国家"十四五"规划及2035远景目标纲要提出"增进民生福祉、提升共建共治共享水平",对我国社会福利设施体系提出了新目标.既有的城市公共社会福利设施体系、设施功能、规划标准等已经无法满足新时代的社会发展需求.基于我国社会福利事业的发展情况,以面向老年人、儿童和残疾人的城市公共社会福利设施为重点研究对象,系统梳理了既有设施体系及存在的主要问题,根据相关设施规划标准在实践中的应用反馈,对新时代国家层面城市公共社会福利设施规划标准的修订提出了总体思路,并从体系完善、级配方式、指标修订、选址要求等方面提出了建议.
Abstract
China's Outline of the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035 clearly states that effort should be put into"enhancing people's livelihood and well-being,promoting the level of joint construction,governance,and sharing",which poses new developments for China's social welfare facility system.The current urban public social welfare facility system,function,and related planning standards are unable to meet the need of social development in the new era.Based on the status of social welfare development in China,this paper analyzes the primary problems in the current system of urban public social welfare facilities oriented at"the elderly,children,and the disabled".According to the feedback for the application of current planning standards for urban public social welfare facilities,this paper puts forward a general thought for the revision of the planning standards in the new era,and provides several suggestions in terms of system improvement,grading optimization,index revision,site selection,etc.
