MATERIALIZATION OF PUBLIC INTERESTS IN URBAN REGENERATION PLANNING FROM THE PERSPECTIVE OF THE"CONFLICT AND CONSENSUS"DEBATE:A CASE STUDY OF ENNINGLU AND BIJIANG COMMUNITIES
Beginning with the discourse of the conceptualization of the"public interest",we initially elucidate the various norms associated with the public sphere.Using the"communicative"norm as a framework,we identify two distinct models for realizing the public interest in urban regeneration planning.Through examination,the Enning Road case illustrates a consultative model geared towards"conflict mediation",whereas the Bijiang case exemplifies a collaborative model focused on"consensus building".These insights not only enrich our understanding of participatory planning dynamics but also offer pertinent policy recommendations to advance China's burgeoning agenda concerning community regeneration.
