摘要
《北京城市总体规划(2016年—2035年)》明确北京市将围绕首都功能建设落实和深化"多规合一"改革.梳理北京市"多规合一"规划实施及管控体系和综合交通体系建设的基本框架,探讨城市综合交通体系规划变革的价值逻辑和构建要点,进而提出北京市综合交通体系规划在总体思路、总体框架、传导路径方面的创新范式,以期形成政府、市场、社会协同治理的联动机制.以北京市区级综合交通体系规划实施为例,分析朝阳区综合交通规划、温榆河公园交通专项规划与朝阳分区规划、温榆河公园控制性详细规划之间的协同衔接机制,逐级形成了对国土空间资源刚性管控、动态引导的规划实施路径,从而有效指导全区、特别是重点发展区的交通基础设施建设.最后,从工作内容、工作方法、实施路径3个层面探讨区级综合交通体系规划中的传导逻辑及不足.
Abstract
The Beijing Urban Master Plan(2016-2035)clarifies that Beijing will focus on the develop-ment of its essential capital functions to implement and deepen the reform of the"multi-planning integra-tion"system.This paper reviews the implementation and control system of Beijing's"multi-planning in-tegration"and the basic framework for developing an integrated transportation system.Based on analyz-ing the value logic and key points of developing the urban integrated transportation system planning,the paper proposes innovative paradigms with the overall approach,overall framework,and transmission path-way for Beijing's integrated transportation system planning.These innovations aim to form a collaborative governance mechanism involving the government,market,and society.Taking Beijing district-level inte-grated transportation system planning implementation as an example,the paper analyzes the coordination and connection mechanism between the Chaoyang integrated transportation planning,the special transpor-tation planning of Wenyu River Park and the Chaoyang sub-district planning,controlled detailed planning of Wenyu River Park.A step-by-step planning implementation pathway is developed for rigid control and dynamic guidance of land and space resources,effectively guiding the construction of transportation infra-structure across the district,especially in key development areas.Finally,the paper discusses the transmis-sion logic and deficiencies in the integrated transportation system planning of Chaoyang District from the aspects of work content,work methods,and implementation pathways.
