Planning Indicators Based on Road Traffic Noise Prevention
Road traffic noise has become one of the major environmental pollution sources affecting the lives of urban residents.To promote the implementation of noise-reducing land-use planning and advance the development of tranquil cities,this paper proposes the use of spatial noise index as a quantitative noise prevention planning indicator to address the lack of noise prevention in the existing planning indicator sys-tem.An ideal model was developed for calculating the spatial noise index,and the indicators are assessed using ten case studies,including Lhasa and Zhangjiagang.For cases with excessively high actual index val-ues,it is recommended to optimize and adjust the land-use spatial layout based on the noise-reducing land-use layout model with the spatial noise index as a constraint.The noise-reducing land-use layout model re-veals a new interaction mechanism between urban transportation and land use,which can be objectively evaluated with the spatial noise index.Finally,the paper proposes to incorporate the spatial noise index in-to the urban master planning indicator system as a spatial quality constraint indicator,and implement it to constrain,guide,and evaluate medium-and long-term planning practices,urban renewal,and other short-term governance actions.
