[Objective]In recent years,driven by the high-level promotion of the Jilin Provincial Party Committee and the provincial government and by various policies and measures to benefit animal husbandry,the animal husbandry in the province has shown a sustained and good development trend. However,with the substantial increase in the scale of livestock and poultry production,a large amount of livestock and poultry manures has brought pollution to the environment and posed a threat to human health. Therefore,the problem of resource utilization of livestock and poultry manures needs to be solved urgently.[Methods]Through field investigation and data verification,the status of livestock and poultry production,manure discharge and its resource utilization in Jilin Province was studied and analyzed,and the problems existing in the process of resource utilization of livestock and poultry manures were found out,such as difficulties in site selection and land use,large investment but low income,imperfect supporting technologies,inactive willingness of farmers,and inadequate supervision.[Results]The countermeasures and suggestions were put forward from the aspects of improving the land approval system,strengthening policy support,reducing the financial pressure of livestock and poultry farms,increasing equipment research and development,enhancing the environmental awareness of farmers,and optimizing the supervision mechanism.[Conclusion]The paper would provide support and help for the prevention and control of livestock and poultry manure pollution in Jilin Province,and promote the healthy development of animal husbandry.
