深港融合导向的城际合作区创新空间环境构建——基于创新网络视角

近年来全球供应链的脆弱性逐渐暴露,在此背景下,中国提出"双循环"发展战略以降低对国际市场的依赖。河套深港科技创新合作区作为国际循环和国内大循环的关键接驳点之一,亟须一个创新空间环境以支持深港创新协同发展和助力"双循环"无缝衔接。文章基于综合新熊彼特创新理论,首先从创新网络视角出发构建了创新园区的五大创新网络环境要素框架,并指出其中创新空间网络环境的核心"地基"功能;随之以河套深港科技创新合作区为例,对创新空间网络环境的五个子要素,即城市空间、功能组织、用地形式、建筑空间及产业组织,进行创新导向的空间组织模式与规划路径探索,搭建了创新友好型的空间环境,塑造了一个空间发展齿轮以助力深港创新产业链条高度融合。
The Construction of Innovative Spatial Environment in the Intercity Cooperation Zone Guided by the Integration of Shenzhen and Hong Kong:Based on the Perspective of Innovative Networks
The vulnerability of the global supply chain has recently been exposed,prompting China to propose the"dual circulation"strategy to reduce its dependence on the international market.Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone,as a key junction between international and domestic circulation,needs an innovative spatial environment to support Shenzhen-Hong Kong coordinated innovation and seamless integration of the dual circulation.Based on Schumpeter's innovation theory,the paper firstly constructs a framework for five innovative network environment elements of the innovation park from the perspective of innovation network,and points out the core"fundamental"function of innovative spatial network environment.Then taking Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone as an example,it explores the innovation-oriented spatial organization models and planning paths for the five sub-factors of innovative spatial network environment,including urban space,functional organization,land use,architectural space and industrial organization,builds an innovation-friendly spatial environment,and shapes a spatial development gear to promote the highly integration of the innovation industry chain in Shenzhen and Hong Kong.
