The Planning Practice of New Urban Areas in Plateau Areas under the Guidance of Ecological Civilization
Since the 18th CPC National Congress,the concept of ecological civilization has been fully integrated into all aspects of social production and life,and green ecological development has become one of the important development trends in the field of urban planning.The Qinghai-Tibet Plateau is a region with a special ecological environment on the earth,and protecting the world's last pure land in urban construction and planning is of great significance for promoting the sustainable development of the Plateau.As the"east wing"in the pattern of"one heart and two wings"in the downtown area of Lhasa,the eastern urban district is located in the upwind of the city's dominant wind and the upstream of the Lhasa River,and its ecological environment has the bottleneck of weak self-recovery and complex topography.The paper analyzes the typical cases in the eastern urban area of Lhasa,and discusses the coping strategies for the planning of urban new areas in Qinghai-Tibet Plateau in the context of ecological civilization.The development and construction of the Plateau should make good use of the particularity of the plateau environment and fully guarantee and respect the ecology.It is proposed to integrate landscape resources,cultural resources and agricultural resources in the region,and to take green health as the theme,in order to promote regional integrated development,to promote the formation of green development mode and lifestyle,and to build a plateau slow city integrating industry and city,thus realizing the transformation of urban construction from"protecting good ecology"to"building a good home".
