Identifying the dual effects of carbon reduc-tion and carbon sequestration in new urbanization has important theoretical and practical significance for implementing the new development concept and achieving carbon neutrality goals.By selecting panel data of 277 cities in China from 2007 to 2020 as samples,this study constructs an urban carbon balance index from the perspective of regional carbon emissions and vegetation carbon sinks.It empirically examines the impact and potential mechanisms of new urbanization policies on urban carbon bal-ance by using a multi period DID model.The research results are as follows:there is a significant positive correlation between the new urbanization policy and carbon balance,and the re-search results have passed a series of robustness tests;the mech-anism testing presents that the new urbanization policy promotes urban carbon balance through four paths,which are carbon re-duction effect,energy saving effect,stop loss effect,and se-questration effect;and the heterogeneity results show that there are differences in the impact of new urbanization policies on car-bon balance under factors,including resource endowment,ad-ministrative level,and geographical location.This paper pro-vides research support for realizing carbon neutrality goals through new urbanization construction.
