This research focuses on the change law and action mechanism of housing rental policies,and through content analysis of 63 central-level housing rental policies from 1998 to 2023 finds some results.China's housing rental policy evolution exhibits three equilibrium periods and two discontinuity points,showcasing an overall expansion of policy goals,a gradual diver-sification of policy subjects,and a rational trend in the use of policy tools.Policy goals have shifted from a focus on housing leasing security to a dual emphasis on both the market and secu-rity.The subject of housing supply has transitioned from govern-ment dominance to multi-party participation.During the equi-librium periods of the first two policies,the government relied heavily on compulsory policy instruments to achieve control effects.Subsequently,there was a greater emphasis on the use of mixed policy instruments.Attention,as an intermediary varia-ble in the transformation of housing leasing policies,is influ-enced by internal and external contextual structures,propelling policy changes.The systematized responses of the government and the mechanism of conflict expansion played a crucial role in the policy disruptions of 2010 and 2015.The government be-stowed new significance on housing leasing policies while ad-dressing the housing issues of the"sandwich class"and new ur-ban residents.In the future,emphasis should be placed on the continuity of housing rental policy goals,leveraging the cumula-tive effects of policy tools,prioritizing the construction of afford-able rental housing,and regulating the housing rental market to ensure a balance between the supply and demand of rental housing.
