The road to the construction of smart elderly care is accompanied by indirect effects of potential risks.Based on the perspective of the whole life cycle and the use of stage a-nalysis,the paper systematically,dynamically and comprehen-sively discusses the different risk patterns faced by the construc-tion of smart elderly care in each stage.The research finds that the risks in the planning and design stage of the construction of smart elderly care include the orientation of value technology,the homogenization of target positioning,the deviation of management decision and the lag of system rules.The risks in the construction implementation stage include the divergence of main interests,the virtual social participation,the polarization of resource elements and the lack of standards and norms.The risks in operation and maintenance stage include responsibility distribution idling,intel-ligent technology alienation and social ethics anomie.On this ba-sis,it is proposed to shape the risk prevention principle,build a multiple co-governance model,improve the rule system and su-pervision system,establish information interaction and risk deci-sion-making mechanism,establish the governance responsibility system and clarify the construction standards and evaluation sys-tem of risk avoidance strategies,and then effectively promote the construction process of smart elderly care.
