城市数字化转型与"减污降碳"协同增效

基于中国城市面板数据,以城市数字化转型为研究切入点,探究二氧化碳与大气污染物的协同减排效应,并分析协同减排活动中的数字化扩张机制.研究发现:城市普遍存在二氧化碳与大气污染物的协同减排效应,且城际间协同减排效应存在较大差异;城市数字化转型有助于扩大协同减排规模,其中,数据及信息化基础设施建设与产业融合维度是助益协同减排的关键;城市数字化转型是碳减排引致大气污染物减排的重要扩张机制;城市数字化转型能够诱发结构效应和技术效应,通过源头防控和末端治理增进协同减排效应,但城市数字化转型的规模效应不显著,其协同减排的过程控制渠道不畅通;城市数字化转型的协同减排效应存在典型的外部环境和内部特征异质性.
This paper takes the digital transformation of cities as the research breakthrough point,uses the panel data of China city to quantitatively analyze the synergistic emission re-duction effect of CO2 and air pollutants,and analyzes the digital expansion mechanism in the coordinated emission reduction ac-tivities.The results show that,the synergistic emission reduction effect of carbon dioxide and air pollutants is widespread at the city level,and there are great differences between cities.Urban digital transformation is helpful to expand the scale of collabora-tive emission reduction,among which the dimensions of data and information infrastructure construction and industrial integration are the key to help collaborative emission reduction.Urban dig-ital transformation is an important expansion mechanism of air pollutant emission reduction caused by carbon emission reduc-tion.Furthermore,urban digital transformation can induce structural effects and technical effects,and promote coordinated emission reduction through source prevention and control and end treatment.However,the scale effect of urban digital trans-formation is not significant,and the process control channels of coordinated emission reduction are not smooth.The synergistic emission reduction effect of urban digital transformation has typi-cal heterogeneity of external environment and internal character-istics.
