Focusing on urban emergency logistics issues from the perspective of public security,this paper explored the market failures faced by emergency logistics supply and demand under deep uncertainty from the perspectives of epistemology,methodology,and practice,as well as the balance relationship between supply and demand of emergency logistics at different development stages and its optimal allocation.The findings were as follows:during crisis and post crisis periods,there would be supply-demand imbalance in emergency logistics,but there were fundamental differences in supply-demand imbalance.The crisis period was usually characterized by short supply,weak supply elasticity and low efficiency of resource allocation,while the post-crisis period was usually characterized by over-supply and low efficiency of reallocation of invested resources.When the market was difficult to play a decisive role in the allo-cation of emergency logistics resources,the government should adopt a coordinated allocation method on the supply and the de-mand sides.On this basis,combined with the actual situation of Chinese cities,from the perspective of public security govern-ance,response strategies were proposed to optimize the alloca-tion of emergency logistics resources,improve the level of emer-gency logistics support,and promote the development of urban smart logistics.
