数字政府变革的理论形态变迁与实践模式演进——基于"技术—制度—组织"框架的分析

摘要
当前,数字政府建设已构成中国式现代化的新引擎,数字技术、制度安排与组织结构三者之间通过迭代互动与耦合互构重塑着区域与城市语境下的数字治理形态.构建"技术—制度—组织"的政府数字化变革理论框架,基于"数据沙盒""云—管—端一体化"和"管运分离"等实践模式分析数字政府变革的理论形态演化进程及其逻辑机理,认为该进程包含三种形态,且表现为逐渐从第一形态——"制度管控—组织选择—技术采纳"演进至第二形态——"制度赋权—组织赋责—技术赋能",进而演进至第三形态——"制度重塑—组织兼容—技术规范"的动态演化过程,螺旋递进且融合为三种形态的连续统一体.在此过程中,数字技术逐渐由工具价值向规范价值转变,并通过基于代码与算法的虚拟规范重新配置虚拟空间中的公共治理架构.
Abstract
The construction of digital government has become a new engine of Chinese path to modernization.The con-tradictory movement among digital technology,institutional ar-rangements,and organizational structure is reshaping digital gov-ernance solutions in regional and urban contexts through iterative interaction and coupling.Through the analysis of practical solu-tions such as the sand-box model,integration model,and man-agement-operation separation model,the reform of digital gov-ernment has gradually evolved from the first form of"institution-al control-organizational selection-technological adoption"to the second form of"institutional empowerment-organizational responsibility assignment-technological driving",and then e-volved to the third form of"institutional reshaping-organiza-tional compatibility-technological norms formation",spiraling and progressively merging into a continuous unity of three forms.In this dynamic evolution process,digital technology gradually shifts from instrumental value to normative value,re-configu-ring the public governance architecture in virtual spaces through virtual norms based on code and algorithms.
