人工智能赋能城市安全风险治理的运行机制与治理困境

人工智能凭借强大的数据处理、分析及预测能力,为城市安全风险治理开辟了新途径。人工智能通过数据收集、深度分析及精准应对等机制显著提升了城市安全水平,而人工智能功能的自动化与失控风险、自主性与技术依赖性等内在矛盾催生了城市安全风险治理的安全悖论,这种安全悖论进而引发了数据安全与隐私保护、人工智能系统的可靠性和稳定性、监管与法律体系滞后于技术发展等一系列问题,使得城市安全风险治理陷入更为复杂的人工智能治理困境。通过加强数据安全与隐私保护、提升人工智能系统的可靠性和稳定性、建立完善的监管机制和法律体系等策略,可以有效应对这些治理困境,确保人工智能在城市安全风险治理实践中发挥更大的正面作用,构建更加安全、智能、和谐的城市生活空间。
With its powerful capabilities in data pro-cessing,analysis,and prediction,artificial intelligence has opened up new avenues for urban safety risk management.Through mechanisms such as data collection,in-depth analy-sis,and precise response,artificial intelligence has significantly enhanced urban safety levels.However,the inherent contradic-tions of artificial intelligence functionality,including automation-induced risks of loss of control,autonomy,and technological de-pendence,have given rise to the security paradox in urban safety risk management.This security paradox has further triggered a series of issues,including data security and privacy protection,reliability and stability of artificial intelligence systems,and the lag of regulatory and legal systems behind technological develop-ment,plunging urban safety risk management into a more com-plex artificial intelligence governance dilemma.By strengthening data security and privacy protection,enhancing the reliability and stability of artificial intelligence systems,and establishing sound regulatory mechanisms and legal frameworks,we can ef-fectively address these governance dilemmas,ensuring that arti-ficial intelligence plays a greater positive role in urban safety risk management practices and promoting the construction of a safer,smarter,and more harmonious urban living space.
