In this paper,we view substantive opening of public data by prefecture-level municipal governments as a quasi-natural experiment,and then employ a multiple time pe-riods difference-in-differences model to analyze the overall impact and mechanism of public data opening on the activity of digital entrepreneurship in Chinese counties,as well as the het-erogeneous effects on various types of regions and enterprises.Robust empirical analysis results indicate that public data open-ness can significantly promote digital entrepreneurship in Chi-nese counties.The mechanisms include infrastructure effects,signal effects,and opportunity effects.This effect is particularly pronounced in areas with superior location conditions and a fa-vorable business environment,as well as in regions with low eco-nomic policy uncertainty.It mainly affects digital service compa-nies and digital small and micro enterprises.This paper under-scores the positive role of public data openness in promoting dig-ital entrepreneurship,which can provide new momentum for the further development of China's digital economy.
