The study delves into the impact of urban digital transformation on enhancing government service effective-ness.It integrates digital ecosystems and dynamic capabilities theories to analyze data from 32 cities between 2018 and 2021.Utilizing dynamic qualitative comparative analysis(QCA),the findings reveal that the improvement of government service effec-tiveness is intricately linked to the synergistic interactions be-tween technology,institutions,organizations,and the external environment.The research identifies that effective government services depend on strategies tailored to regional specifics.In the eastern regions,an emphasis on advancing technological in-novation and policy experimentation is crucial,while in the cen-tral and western regions,a focus on strengthening institutional development and resource integration is recommended.Addition-ally,the study underscores the importance of a dual-driven ap-proach,combining institutions and technology,for the moderni-zation of government services.It also proposes strategies to en-hance participatory democracy and activate digital intelligence potential in the western regions,providing valuable theoretical and practical insights for the digital transformation of cities and the optimization of government services.
