产融关联视角下中国海洋中心城市识别及建设路径研究

摘要
识别并评价具有成为海洋中心城市潜力的沿海城市,对于推动沿海城市群高质量发展和海洋强国战略的实施具有现实意义.通过梳理国内外学术界关于"海洋中心城市"的概念界定、功能特征分析以及评价方法,以海洋产业融资为切入点,基于发生投融资联系的涉海企业与投资机构所在城市的地理位置,构建中国城市海洋产业融资网络,运用综合加权中心度及点出度、点入度识别和评价中国的海洋中心城市,并依据评价结果进行分类.研究发现,上海、深圳、青岛、广州和天津均具有成为海洋中心城市的潜力,上海兼具海洋产业投资、融资发展优势,深圳海洋产业融资需求较低,天津及其余城市海洋产业投资能力较弱.以上海、深圳及天津作为具体研究对象,分别从海洋金融、海洋科技、海洋产业链等维度,提出建设海洋中心城市的策略路径.
Abstract
Identifying and evaluating coastal cities with the potential to become marine center cities is of practical signif-icance for promoting the high-quality development of coastal urban agglomerations and the implementation of the maritime power strategy.This paper reviews the concept definition,func-tional characteristics,and evaluation methods of marine center city through the comparison of domestic and international re-search.It constructs Chinese urban marine industry financing network based on the geographical locations of cities where ma-rine-related enterprises and investment institutions involved in investment and financing are located,with marine industry fi-nancing as the link.By using degree centrality indicators,the paper identifies and evaluates Chinese marine center cities,and finds that Shanghai,Shenzhen,Qingdao,Guangzhou,and Tian-jin all have the potential to become marine center cities.Shang-hai possesses advantages in both the investment and financing development of the maritime industry,while Shenzhen has rela-tively lower financing demands in the maritime industry,and other cities including Tianjin exhibit weaker capabilities in mari-time industry investment.Furthermore,this paper takes Shang-hai,Shenzhen and Tianjin as the concrete research objects,and puts forward the strategic suggestions on the construction of ma-rine center cities from the perspectives of marine finance,marine science and technology,and marine industry chain.
