数字普惠金融对农业高质量发展的作用机制——农村产业和农地流转的视角

摘要
数字普惠金融的普惠性、可达性和长尾性,对解决农业这一弱质性产业面临的金融排斥问题,进而促进农业高质量发展具有重要的作用.基于 2011-2020 年 30 个省份面板数据,实证分析数字普惠金融对我国农业高质量发展的作用机制.研究结果表明:数字普惠金融显著促进了我国农业的高质量发展,且对东部地区的影响大于中西部地区,对农业共享性发展的促进作用最明显,在支持农业绿色发展上的作用较弱;数字普惠金融通过加速农村产业融合、提高农地流转效率推动农业高质量发展;产业结构优化对农业高质量发展起到了正向调节作用.因此,我国应因地制宜施行数字普惠金融发展政策,促进数字普惠金融与绿色金融的融合;强化数字普惠金融加速产业融合和土地流转的功能;优化产业结构,为数字金融促进农业高质量发展提供条件;着重推动农业共享发展,为农业高质量发展增长赋能.
Abstract
The inclusiveness,accessibility,and long-tail characteristics of digital inclusive finance play an important role in addressing the financial exclusion problem faced by agriculture,a weak industry,thereby promoting high-quality agricultural development.Based on panel data from 30 provinces from 2011 to 2020,this study empirically analyzes the mechanisms of digital inclusive finance on high-quality agricultural development in China.The research results indicate that digital inclusive finance has significantly promoted the high-quality development of agriculture in China,with a greater impact on the eastern regions compared to the central and western regions.Its role in promoting shared agricultural development is most evident,while its impact on supporting green agricultural development is relatively weak.Digital inclusive finance advances high-quality agricultural development by accelerating rural industrial integration and enhancing farmland transfer efficiency;additionally,the optimization of industrial structure positively regulates high-quality agricultural development.Therefore,China should implement policies for the development of digital inclusive finance that are tailored to local conditions,promote the integration of digital inclusive finance and green finance;enhance the role of digital inclusive finance in accelerating industrial integration and farmland transfer;optimize the industrial structure and provide conditions for digital finance to promote high-quality agricultural development;and emphasize the promotion of shared agricultural development to empower high-quality growth in agriculture.
