中文摘要：创新是社会发展的重要动力,新一轮科技革命的不断发展和新时代人才强国战略的深入实施要求我国进一步推进高校创新创业教育.该文梳理了国内外高校创新创业教育发展现状,在此基础上厘清了新时代人才强国战略背景下我国高校创新创业教育实施面临的困境,以育人为基点,提出目标—内容—方法—条件—评价五步走的发展路径,以此促进学生在理念、素养、创新、过程、成果五个维度的能力提升,助力新时代人才强国战略背景下高校创新创业教育的蓬勃发展.

外文摘要：Innovation is an important driving force for social development. The continuous development of a new round of scientific and technological revolution and the in-depth implementation of the strategy of strengthening the country with talents in the new era require China to further promote innovation and entrepreneurship education in colleges and universities. This paper combs the development of innovation and entrepreneurship education in universities at home and abroad, and on this basis, clarifies the difficulties faced by the implementation of innovation and entrepreneurship education in Chinese universities under the background of the strategy of strengthening the country with talents in the new era. Based on educating people, it puts forward a five-step development path of goal-content-method-condition-evaluation, so as to promote students'ability in five dimensions: concept, literacy, innovation, process and achievement, and help the vigorous development of innovation and entrepreneurship education in universities under the background of the strategy of strengthening the country with talents in the new era.
