Innovative Thinking and Practical Exploration of the Planning Comprehensive Implementation Plan of Beijing:Taking Lize Financial Business District as an Example
Under the national five-level and three-category territorial spatial planning system,carrying out the set blueprint until it becomes reality and promoting the orderly implementation of the plan has become one of the important directions of the detailed planning reform.Based on the needs of optimizing the business environment,the requirements of planning system reform and the demands of urban development in the new era,this paper systematically combs the background of Beijing's innovative comprehensive implementation plan as a new category of detailed planning.It deeply explains its core role in coordinating mechanism and guiding planning implementation,as well as the technical focus of achieving"multi-planning integration".Furthermore,taking the comprehensive implementation plan of Lize Financial Business District as an example,it provides a detailed explanation of the efficient organization and implementation mechanisms of"decision-making dual-platform",and the planning content of"space plus policy"to achieve the whole-area,full-cycle and fine governance.This paper provides new ideas and directions for deepening the reform of the territorial spatial planning system and ensuring the implementation of the plan without distortion.
