Discussion on District and Unit-driven Renewal in Medium-sized Cities:Taking Anqing City,Anhui Province as an Example
At present,there are some problems in the renewal of medium-sized cities,such as low participation of market players,blindly pursuit of large-scale demolition and construction,and imperfect institutional mechanism.There have also been instances of arbitrarily expansion of the scope of districts or units to meet the"2250"control requirements,resulting in a misguided implementation of"new district development"under"the name of urban renewal".The path of urban renewal in medium-sized cities urgently needs clarification.Based on the financing approach of some cities in Anhui Province,which use district or unit as the basic unit,and combined with the practice of planning,implementation and management in promoting urban renewal in Anqing City,this paper proposes that medium-sized cities can adopt the method of coordinating"large-scale districts"in new area and"small-scale units"in old cities to promote renewal.Based on the practice of Anqing City,the paper puts forward some thoughts for medium-sized cities during the process of district and unit-driven renewal,aiming to provide reference and insights for urban renewal efforts in other medium-sized and small cities.
