Evaluation and Transformation and Upgrading Strategy of Stock Industrial Land under the Background of Territorial Spatial Planning
Under the background of territorial spatial planning,unleashing the potential of stock land has become an important source for the county and city-level governments to obtain construction space.Stock industrial land has experienced rapid and extensive expansion during the period of land increment,presenting challenges for its renewal and transformation.Currently,there are certain issues with stock industrial land,such as single evaluation system,static updating planning process and lack of exit mechanism.To address these concerns,this paper constructs a two-dimensional evaluation system for stock industrial land from the perspective of development power and land performance.By adopting a dynamic updating mindset,it provides guidance strategies for different types and time sequences,and builds a dynamic development of"Inteplan"for stock industrial land.Furthermore,drawing upon the principles of new institutional economics,the paper provides the reverse force mechanism,incentive mechanism and responsibility mechanism for stock renewal.
