摘要

市、县级国土空间综合防灾专项规划作为国土空间"相关专项规划"编制体系的重要规划类型,是确保国土空间规划与各类防灾减灾专项规划相互衔接的关键综合性专项规划.文章基于自然资源部行业标准《国土空间综合防灾规划编制规程》,总结目前市、县级国土空间综合防灾规划存在的问题,提出市、县级国土空间综合防灾专项规划编制基本内容、编制要点、难点和对策,为市、县级国土空间综合防灾专项规划编制提供参考.

Abstract

As an important type of planning in the system of"relevant special planning"for territorial spatial planning,special planning for comprehensive disaster prevention of city and county-level territorial space is essential for ensuring the connection between territorial spatial planning and various special planning for disaster prevention and reduction.Based on Code of Practice for Comprehensive Disaster Prevention Planning of Territorial Space,this paper summarizes the problems existing in comprehensive disaster prevention of city and county-level territorial space,as well as offers the basic contents,key points,difficulties and countermeasures,and provides references for special planning for comprehensive disaster prevention of city and county-level territorial space.
