Reflections on the Rural Governance System and Urban-Rural Integration Development in China under Public Health Emergencies
In early 2021 and in March 2022,a new wave of public health emergencies broke out in rural areas,showing new characteristics in terms of transmission path,transmission chains,transmission relationship and transmission time. The transition from hidden outbreaks between urban and rural areas to effective containment of the epidemic,which not only reflects the vulnerability of China's rural public health emergency management system and the realistic dilemma of rural social governance,but also highlights the flow patterns and interactive relationships of public resources between urban and rural areas under public emergencies. This provides new insight for rural governance and urban-rural integration. This paper puts forward two strategies for rural governance and urban-rural integration development. One is to construct the urban-rural resource scheduling circle under emergencies. The other is to optimize the structure of resource elements between urban and rural areas,facilitate the rational flow of urban and rural elements,and promote the equalization of urban and rural public services.
