Research on the Monitoring and Evaluation Indicator System of Village Planning Implementation under the Background of Rural Revitalization:Taking Jilin Province as an Example
Based on British,German,Dutch and Japanese experience in planning implementation of monitoring and evaluation in rural areas,and combined with the village planning in Jilin Province as examples with the background of rural revitalization,this article proposes a monitoring and evaluation indicator system for the implementation of village planning with six aspects including bottom line control,disaster prevention and reduction,ecological protection,industrial layout,social development,and civilization and happiness. It provides suggestions for the improvement of the monitoring and early warning link of the planning implementation and supervisory by the binding indicators and mandatory contents of the village planning. Meanwhile,the TOPSIS-Entropy weight method is used to simulate the implementation evaluation of 22 villages,which provides scientific and objective references and basis for the evaluation of the implementation effect of the village planning.
