International Comparison and Experience of Territorial Spatial Regulation System:Taking the United States,the United Kingdom and Japan as Examples
Along with the establishment of the "five-level three-class" territorial spatial planning system,the overall framework for modernizing the national space governance system has been basically defined. It also takes the implementation of natural resources management and the implementation of the whole territorial spatial regulation as the key content. Starting from the understanding of territorial spatial regulation system,this paper focuses on the characteristics of territorial spatial regulation system of the United States,United Kingdom,and Japan. Taking a comparative perspective,the paper analyzes the planning typical regulatory measures of the three countries in terms of planning systems,regulatory frameworks,hierarchical priorities,and micro-level control. Combining the gradual progression of China's domestic territorial spatial reform into the detailed planning,the paper puts forward the inspiration of international experience regarding the domestic spatial regulation hierarchical system regulatory frameworks,and detailed planning regulatory methods.
