Planning Exploration and Practice of Ecological Protection and Utilization from the Perspective of Co-governance:A Case Study of Wuhan
With the rise of ecological protection work as system engineering,the multi-element,multi-departmental and full-chain ecological co-governance has become an important model for ecosystem protection. In this context,territorial spatial planning,characterized by "multi-plan integration" serves as a significant means to improve the national governance level and implement the ecological civilization strategy. It is gradually shifting from passive control,primarily focused on "bottom-line protection",towards active governance that seeks "high-quality protection and high-level utilization" to address the increasing public demand for a beautiful ecological environment. Taking Wuhan City as an example,this paper explores and reflects upon the ways to employ territorial spatial ecological protection and utilization planning as the guiding principle,leveraging the "multi-plan integration" role of territorial spatial planning,enhancing the collaborative governance ability and governance performance of ecological space,and promoting the transformation of natural resources into ecological products.
