Exploration on Regional Territorial Spatial Planning:A Case Study on Integrated Territorial Spatial Planning of Beihai,Qinzhou and Fangchenggang
Regional territorial spatial planning belongs to special planning of specific areas in the "five levels and three categories" of territorial spatial planning system. At present,there is still a lack of relevant technical standards and practical exploration in China. Based on China's requirements to promote high-quality and coordinated regional development,taking Integrated Territorial Spatial Planning of Beihai,Qinzhou and Fangchenggang (2021-2035) as a case study,this paper focuses on the positioning,roles,main problems,preparation methods and main ideas of regional territorial spatial planning. In the planning organization and formulation,it emphasizes the linkage between upper and lower levels,multi-party coordination and dynamic response. By consolidating the consensus of regional fate and common interests,strengthening internal and external spatial coordination,jointly protecting ecological security,cultivated land resources and development boundary,the goal is to realize regional integration,co-construction,co-governance and sharing.
