我国"双碳"目标的确立对能源规划和清洁能源使用提出新要求,对电力行业而言,既是机遇,也是挑战.电网作为电力系统的枢纽,需要制定合理的碳管理策略,促进电力市场健康、有序发展,助力国家和地方低碳社会建设.文章在总结宁夏地区供能端、输送端和需求端能源规划现状的基础上,有针对性地提出优化策略;并以国网宁夏电力有限公司为例,进一步探索电网企业碳管理体系支撑下高效的低碳发展路径,从电网企业、能源规划及城乡建设三个维度提供可借鉴的经验.研究结果有利于推动电网行业的能源规划优化,助力城乡建设,推进国家和地方碳普惠建设,有效改善人居环境,为可持续绿色城市规划和乡村振兴提供新路径.
Carbon Management System to Promote Grid Energy Planning and Urban-rural Construction in Ningxia:A Study Based on State Grid Ningxia Electric Power
The establishment of China's "carbon peak and carbon neutrality" goal has put forward new requirements for energy planning and the use of clean energy,which pose both opportunities and challenges for the power industry. As the hub of the power system,the power grid needs to develop a reasonable carbon management strategy to promote the healthy and orderly development of the power market and help facilitate the construction of low-carbon societies at the national and local levels. This paper summarizes the current situation of energy planning in Ningxia on the supply,transmission and demand sides,and proposes targeted optimization strategies. Taking State Grid Ningxia Electric Power Co.,Ltd. as an example,it further explores the efficient low-carbon development path supported by the carbon management system of power grid enterprises. Relevant insights are provided from the three dimensions of power grid enterprises,energy planning,and urban and rural construction,which can provide reference experiences for realizing national and local green urban planning and rural revitalization. The results of the study will help optimize the energy planning of the power grid industry,assist urban and rural construction,promote national and local carbon inclusive construction,effectively improve the human environment,and provide a new path for the sustainable development.
