摘要
"统一底图、统一标准、统一规划、统一平台"是CSPON建设的重要原则,自然资源部门新近开展的城市国土空间监测为上述"四统一",尤其是"统一底图"提供了有力支撑.本文结合规划实施监测评估实践,深入研究城市国土空间监测数据的应用.首先,基于对城市国土空间监测的内容分析,指出城市国土空间监测工作具有数据权威、从"城外"走向"城内"、地类与要素相结合等特征;其次,从指标监测与计算、专题评估等方面,结合具体实例对其应用进行分析;最后,针对应用中反映出的监测范围不明、统计口径不一、部门衔接不畅、细化分类不全等问题,提出建议.
Abstract
The principle of "unified base map,unified standards,unified planning and unified platform" is vital for developing China Spatial Planning Observation Network (CSPON). The recent Urban Spatial Monitoring (USM) carried out by the Ministry of Natural Resources has provided strong support for the above-mentioned principle,particularly for the aspect of "unified base map". This study analyzes and discusses the application of USM data in monitoring and evaluation of planning implementation. Firstly,based on an overview and content analysis of USM,the characteristics of USM is highlighted,including data authority,transition from "outside" to "inside" of the city,and the combination of land use categories and spatial data elements. Secondly,through specific examples,the application of USM data is analyzed in terms of indicator monitoring and calculation,as well as thematic evaluation. At last,recommendations are proposed to address some typical issues of USM data such as unclear monitoring scope,inconsistent statistical criteria,inadequate interdepartmental coordination,and incomplete classification.
