The Practice of ESPON and Its Implications for the Construction of CSPON
China Spatial Planning Observation Network (CSPON) is an important carrier for establishing sound territorial spatial implementation and supervision system. The European Spatial Planning Observation Network (ESPON) has provided substantial technical support for European spatial planning and policy-making,and its practical experience is of important reference value for the construction of CSPON. This paper begins with a comparative study of the ESPON 2006,ESPON 2013,ESPON 2020,and ESPON 2030 programs in terms of implementation background,main objectives,and core content. Then,it deeply analyzes the characteristics of ESPON from four dimensions:objective connotation,organizational system,functional structure,and observation system. Finally,combining with the practical requirements of China's current implementation and monitoring of territorial spatial planning,and referring to the implementation background,evolutionary logic,and system features of ESPON,it proposes that the construction of CSPON should serve to support major national strategies,policy orientation,and planning needs,establish a multi-stakeholder participation,jointly constructed and shared organizational system,improve a comprehensive,multi-objective,multi-scenario functional system,and innovate a dynamic,open,comparable,and forward-looking digital observation system.
