摘要

在国土空间规划智慧化转型、全生命周期管理、"多规"协同与精准传导等治理现代化要求下,国土空间规划实施监测网络成为重要的技术集成与支撑手段.文章从国土空间、规划实施和监测网络三者之间的关系辨析入手,结合北京作为特大城市的经验,提出北京国土空间规划实施监测网络的总体框架体系设计,包括场景流、业务流和数据流子体系的设计,并提出数字技术支撑体系.同时结合具体的实践案例,探讨国土空间规划实施监测网络体系的建设路径,进一步明确场景流的价值导向、业务流的责权边界、数据流的精度规则,提出面向全国开展网络建设的措施建议.

Abstract

Under the requirements of governance modernization,such as the intelligent transformation,whole lifecycle management,multi-plan collaboration,and precise transmission of territorial spatial planning,CSPON has become an important method of technical integration and support. Starting from the analysis of the relationship among territorial space,planning implementation and CSPON,and combining with the experience of Beijing as a megacity,this article puts forward the design of the overall framework for Beijing's CSPON construction,including the design of scenario flow,operation flow,and data flow sub-framework,as well as its digital technology support system. Finally,by combining with specific practical cases,the article discusses the construction path,further clarifies the value orientation of scenario flow,the responsibility and right boundaries of operation flow,the accuracy rules of data flow,and provides measures to carry out nationwide network construction.
