Research on the Construction of the Entire Life Cycle Planning and Management Mechanism and Technical Support System for Shanghai's Underground Pipelines
This article addresses the incomplete data of existing underground pipelines and the untimely updating data for newly planned underground pipelines in Shanghai. Using Yangpu District as a pilot,it explores how Shanghai leverages the underground pipeline information survey conducted in 2016-2017 as an opportunity to optimize the management mechanism in four key stages,including planning approval,engineering permits,planning verification,and operational maintenance. Additionally,it focuses on the construction of a technical support system centered around data standards,information systems,and database development,achieving informatization,standardization,and precision in the full life cycle planning and management of underground pipelines,fostering effective collaboration and data sharing between planning resource management departments,construction and traffic management departments,and pipeline units. The article also provides a summary of relevant experiences and insights for future considerations in the context of city-wide promotion and implementation of related work.
