Concept,Understanding,and Technical Framework of CSPON
Implementation is a continuous process in which abstraction is transformed into the concrete.Territorial spatial planning not only reinforces the mutual interaction between planning formulation and implementation,but also adopts a muti-level and comprehensive muti-goal and comprehensive governance approach that encompasses all elements.This determines the risks of transmission breakage and implementation deviation in the full-cycle management of territorial spatial planning.Therefore,the China Spatial Planning Observation Network as the establishment of a digital closed-loop system,consisting of"perception-measurement-inference-feedback",should be centered around the entire planning implementation process,horizontally integrated with the entire lifecycle from planning formulation to implementation,and vertically covered all spatial scales from national to township levels.It enables data integration,intelligent perception,monitoring,automatic warning feedback,smart decision-making applications,and open academic networks.Following the system structure of"point-line-network",this study focuses on constructing the technical framework of"elements-data-models-scenarios".Among these,elements and data correspond to planning actions and content,representing"points"of the monitoring network.Models represent the organizational rules for planning actions and content,representing the"lines"of the monitoring network.Scenarios traverse the entire process of planning formulation and implementation,forming the"network"of the monitoring system.
