Logic,Tools,and Mechanisms:A Threefold Perspective of CSPON Empowering the Enhancement of Territorial Spatial Value
The success of the multi-plan integration reform under the context of national governance modernization depends not only on establishing a new system but also on whether this new system is conducive to value creation.As an important support for the construction of a digital governance system for a beautiful China and the development of green and intelligent ecological civilization,China Spatial Planning Observation Network(CSPON)should embed"value-led+data-driven+institutional innovation"as three pillars into its core construction.This paper first analyzes the connotation of territorial spatial value and the value dilemmas in territorial spatial governance.It then proposes three basic logics through which CSPON empowers enhancement in territorial spatial value:scale logic,process logic,and business logic.Subsequently,it elaborates on four key tools empowered by CSPON-"the network,the code,the table,and the brain".Finally,it proposes three guarantee mechanisms-top-level design organization coordination,data governance standard system guarantee,and cultivation of data element ecological mechanism-to assist in comprehensive enhancement in territorial spatial value within a digitalization context.
