城中村治理秩序的领域建构与自治失灵——以广州市海珠区康乐村为例

摘要
城中村治理的复杂性和秩序的脆弱性已引起党中央的高度关注.文章以领域理论作为研究视角,观察广州市珠海区康乐村领域建构和治理秩序的形成过程,发现康乐村的治理秩序立足于集体经济的独立性与集体村务管理的自主性.集体经济的独立性使得康乐村具备自主发展的条件,集体村务管理的自主性则为康乐村提供有效的自治基础.然而,随着城镇化与市场化的推进,村集体自身领域身份的失衡削弱了自治的基础,外来人口不断涌入及随之而来的"去(再)领域化"冲击原有的治理秩序,在地方政府持续缺位社区基层治理的背景下,康乐村治理表现出一定的自治失灵和治理失序.因此,应认识到地方政府对于城中村治理秩序的建构与维护不可或缺,建议通过行政领域化的方式对城中村治理秩序问题进行纠正.
Abstract
The complexity of urban village governance and the fragility of order have garnered significant attention from the central government.Using the territory theory as the research framework,this study examines the construction of territory and the formation of governance order in Kangle Village.It is found that the governance order in Kangle Village is rooted in the independence of collective economy and the autonomy of collective village affairs management.The independence of the collective economy provides Kangle Village with the conditions for autonomous development,while the autonomy of collective village affairs management serves as an effective basis for self-governance.However,with the advancement of urbanization and marketization,the imbalance of the village collective's own territory-identity weakens the foundation of self-governance.The influx of external populations and the subsequent"de-territorialization"have disrupted the existing governance order.In the context of the continuous absence of local government in grassroots community governance,Kangle Village exhibits a certain degree of dysfunction in autonomy and governance disorder.Therefore,it is essential to recognize the indispensable role of local government in the construction and maintenance of urban village governance order,and it is recommended to rectify the governance order in urban villages through administrative territorialization.
