我国铁路建设综合开发用地指标管理体制研究

摘要
随着我国轨道交通步入高质量、高水平发展阶段,围绕铁路站点、轨道沿线进行综合开发成为各地新城建设的主要路径.在此背景下,遵循集权、分权治理结构的铁路综合开发用地指标管理体系与新型城镇化进程之间的适应性和契合度分析愈发重要.本文以铁路站点综合开发项目为例,结合《国务院办公厅关于支持铁路建设实施土地综合开发的意见》要求,梳理新建铁路开发过程中地方土地指标落实遇到的具体问题与针对性对策,研究我国铁路综合开发指标管理体制与实际运行中面临的困难,以及在实践中形成的系统化、科学化的"地方模式"对策.最后,在管理效率与风险平衡的要求下,探讨分权化管理新模式的特点,提出铁路综合开发用地动态指标管理体系新对策.
Abstract
With entering the high-quality and high-level development stage of rail transportation in China,comprehensive development around railway stations and along rail tracks has become the main path for the construction of new cities.Under this background,it is increasingly important to analyze the adaptability and compatibility between the land index management system for railway comprehensive development,following a centralized and decentralized governance structure,and the new urbanization process.Taking the project of comprehensive development of railway stations as an example and in accordance with the requirements of"Opinions of the General Office of the State Council on Supporting the Comprehensive Land Development for Railway Construction",this paper sorts out the specific problems and countermeasures encountered in the implementation of local land indicators in the process of new railway development,studies the difficulties faced in the actual operation of China's railway comprehensive development indicators,,and the systematic and scientific"local model"strategy formed in practice.Finally,under the requirements of management efficiency and risk balance,the paper explores the characteristics of the decentralized management model,and puts forward new countermeasures for the dynamic land index management system of railway comprehensive development.
